Propositions

YES PROP. 1A Protection of Local Government Resources.
Prop. 1A is the result of an agreement made by Gov. Arnold Schwarzenegger, local government officials, the legislature, local public safety officials and more. Prop 1A is designed so that the State cannot take from local countys and citys budgets to balance the state budget. In the last 12 years the state has taken over $40 BiLLION from cities, counties and special districts. Prop 1A seeks to end this unfair practice. Prop 1A would restrict the state from taking local sales tax, property tax and vehide registration monies. Only when a fiscal emergency takes place can the state borrow, not take, money from local goverments. VOTE YES ON PROP 1A!

YES PROP. 59 Public Records Open Meetings. Legislative Constitutional Amendment.
Prop 59 would add to the California Constitution a new right for citizens. Prop 59 would guarantee a per-son’s right to access, view and receive public information and documents. Prop 59 would ensure a more open and transparent govermnent. Why was a local building permit denied? Who is the Governor consid-ering to appoint to a position? Why was the local school superintendent fired? Why did the City Council deny a permit? You are entitled to have the answers to these questions under Prop 59 and still ones right to privacy is maintained VOTE YES ON PROP 59!

YES PROP. 60 Election Rights of Political Parties. Legislative Constitutional Amendment.
Prop 60 is a direly needed measure that must be approved by the voters! As a voter you have the right to nominate someone from your political party (Republican. Democrat, Greene, libertarian, etc.) in a Pritnaty Election to represent your party in the General Election. In Primacy Elections Republican voters vote for Republicans, Democrats vote for Democrats, etc. Each party would then be guaranteed a candi-date in the General Election to face each other. That is the purpose of the Primacy Election system. Prop 60 would guarantee you this right! it is not proper representation when voters of other parties can select your nominees and tinker with your party’s candidate selection process. So please, VOTE YES ON PROP 60 and vote NO on PROP 62!

YES PROP. 60A Surplus Propert~ Legislative Constitutional Amendment.
Prop 60A is one common sense approach to paying off some of California’s public debt. In March 2004 alone voters approved over $15 BILLION in bonds in debt. Today, we are over $73 BILLION in debt due to the bonds that voters pass each election. On this year’s ballot there is an additional $3.75 BILLION in bonds before voters to either approve of reject. Prop 60A says that any revenue from the sale of surplus state property must go to paying off the public debt incurred by bonds. Itis estimated that the state has over $1 BILLION in surplus property. If that property is sold we can begin to pay some of the public debt we incurred and not pass it on to our children some 25 years later. This measure proves why we should NOT PASS BONDS in the first place! VOTE YES ON PROP 60A!

NO PROP. 61 Children s Hospital Projects. Grant Program. Bond Act. Initiative Statute.
This proposition is intended to grab at your emotions. We agree that child health care should be atop priority for our stale. However, Prop 61 is another expensive bond (just another tax) in the amount of $750 MiLLION that will wind up costing taxpayers $1.5 BILLION over 30 years to pay off the principal amount of the bond. If the state, under Gray Davis, would have stopped it reckless spending patterns we would not be in debt today and would have the resources to adequately pay for upgrading children’s hos-pitals with the taxes we already give the state! SAY NO TO MORE DEBT! VOTE NO ON PROP 61!

NO PROP. 62 Elections. Primaries. Initiative Constitutional Amendment and Statute.
Prop 62 must be stopped at all costs! Prop 62 would create a new voting system here in California. This system is so bad that only one state has it—Louisiana! Their voting system helped Ku Klux Klan leader David Duke run for Governor there! Prop 62 would do away with your right to have a guaranteed candi-date from your political party be represented in General Elections. Prop 62 would state that only the top two candidates, regardless if they are from the same party, from the Primary Election would be placed on the ballot in the General Election. It would be likely that two Democrats would be the only candidates on the ballot in some districts and likely that only two Republicans would be the candidates in other dis-tricts. Prop 62 limits choice, it does not enrich it! VOTE NO ON PROP 62

NO PROP. 63 Mental Health Services Expansion, Funding. Tax on Personal Incomes Above $1 Million. Initiative Statute.
When you understand Prop 63 fully you will realize this initiative would only add to our stale’s problems. This measure would impose a 1% tax on personal incomes over $1 million and supposedly devote the funds to aid mental health services. But the money from this tax can be redirected to other parts of the state budget by the legislature for other purposes. That is the same thing they have done with our gas taxes; they are not going to our roads. Prop 63 adds a completely new government run bureaucracy. The current department of Mental Health is under investigation by the state Department of Justice for abuses. Let’s fix the current system with the taxes we already pay the stale! Vote NO on PROP 63!

YES PROP. 64 Limits on Private Enforcement of Unfair Business Competition Laws. Initiative Statute.
Prop 64 is desperately needed! Prop 64 would only allow lawsuits for unfair business practices in situa-tions where the plaintiff was actually injured personally Trial lawyers would no longer be able to file bogus lawsuits “on behalf of the people” where they get the settlement amounts. Lawyers have filed law-suits against homebuilders for using the term “APR” in their ads instead of spelling out Annual Percentage Rate, for example. Such ridiculous lawsuits cost payers money and drain the courts. Let’s stop absurd lawsuits! Vote YES on PROP 64!

NO PROP. 65 Local Government Funds, Revenues. State Mandates. Amendment.
Prop 65 was added to the ballot before the agreement was reached by Gov. Arnold Schwarzenegger, local governments, counties, public safety officials and others that resulted in Prop 1A being put on the ballot. Prop 65 would pose severe restrictions on binding mechanisms for the state and local government, like cities and counties. Prop IA is more reasonable and a common sense approach to handling the state’s budget issues and ways to guarantee local government maintains their funding. VOTE NO ON PROP 65!!

NO PROP. 66 Limitations on ‘Three Strikes” Law. Sex Crimes. Punishment. Initiative Statute.
Prop 66 would result in droves of current inmates being released from prisons and put hack on the streets. Prop 66 seeks to change the ‘3-Strikes and You’re Out” initiative that Californians passed in the 1990’s. Prop 66 would state that criminals who have already been convicted of two prior felonies would not get life in jail if their third felony they commit is not a serious crime. All felonies are serious! We should not give a “get out of jail” early card to current felons behind bars. Over 26.000 inmates would be released from prisons the moment this proposition takes effect! These aren’t people who have stolen pizzas or videos, they are hard criminals! VOTE NO ON PROP 66!!

NO PROP. 67 Emergency Medical Services. Funding. Telephone Surcharge. Initiative Constitutional Amendment and Statute.
Prop 67 would raise the current taxes we pay on telephones another 3% Prop 67 clams the ftitsds would go to emergency care services. But Prop 67 contains no provisions for audits to see how this money is truly spent. Prop 67 would amount to a 400% increase on telephone services. Prop 67 does not allow for a cap on increasing taxes on cell phones or business phones!! Prop 67 is a half-bil-lion dollar tax increase where a majority of its fund will not even be used for 911 emergency telephone services like it daims! Say no to continual assault on the California taxpayer! VOTE NO ON PROP 67!!

NO PROP. 68 Non-Tribal Commercial Gambling Expansion. Tribal Gaming Compact Amendment. Revenues. Tax Exemptions. Initiative Constitutional Amendment and Statute.
Prop 68 is a give away to the casino industry! California’s Indian tribes would be’ given carte blanch to build as many as 16 Las Vegas-style casinos throughout the state. These casinos could be built near school sites, freeways and major roads which will add to our existing problem of traffic congestion. 34 of the 58 county Sheriffs in California oppose Prop 68. Prop 68 is designed by the Indian tribes to exempt them from many state and local tax measures. Do not be fooled! Prop 68 does not make Indian casinos pay their fair share of taxes. In fact this proposition would give the Indian casinos the right to run over 30000 new slot machines. Let’s not make California the envy’ of Las Vegas. VOTE NO ON PROP 68!

NO PROP. 69 DNA Stunples. Collection. Database. Funding. Initiative Statute.
Prop 69 is a threat to an individual’s right to privacy. Prop 69 would require that anyone arrested for any felony whatsoever be subject to DNA testing and to give a DNA sample to the state for inclusion In the state database. In California over 50,000 people are arrested each u-ar and sic never charged with a crime. Arrests could be for traffic violations, writing a bad check, mistaken identity. etc. tinder Prop 69 all people arrested, even if they are not convicted of a crime, would be subject to giving a DNA sansple. While we agree that DNA record keeping for purposes of tracking criminals and to solve cases is justi-fied, It should only be for convicted criminals, not citizens convicted of nothing! VOTE NO ON PROP 69!

NO PROP. 70 Tribal Gaming Compacts. Exclusive Gaming Rights Contributions to State. Initiative ConstitutIonal Amendment and Statute.
Prop 70 would give the Indian tribes the right to build and operate an unlimited number of casinos for 99 years!! Under Prop 70 the Indian casinos are not obligated to consult with local officials about traffic and law enforcements issues before a casino is built. Tribes would buy land anywhere, it would be deemed “sovereign” and “sacred,” and they would construct a casino. Prop 70 undermines the recently enacted agreement the tribes made with Gov. Schwarzenegger. The Governor’s agreement ensures they pay their fair share of taxes to the state, ensures local consultation with cities, and gives the tribes some additional slots machines they operate. But Prop 70 gives Indian casinos unlimited power and is an attempt to void the Governor’s agreement! VOTE NO ON PROP 70!’

NO PROP. 71 Stem Cell Research. Funding. Bonds. Initiative Constitutional Amendment and Statute.
Prop 7lis a scam! Prop 71 is another costly bond in the amount of $3 BILLION’ Over the course of 30 years It will wind up costing California taxpayers $6 BILLION! This proposition was placed on the ballot by the phannaceutical companies, among others. They could make billions from this proposition. Prop 71 creates a new “Institute” for so-called research. What this research entails is the use of human embryos for destruction! The use of potential human life will be treated like frogs in a high school dis-section project! Adult and cord blood stem cell research has had rensarkable success resulting in more then 74 medical breakthroughs. Cord blood stem cells are being used to treat sickle cell anc’nui’a with a 90% success rate, Prop 71 would also allow those who receive funding for this “research” to he exempted from the state’s “open meeting” requirements which let the public see the progress of failure of their work. SAY NO TO HUMAN DESTRUCTION, NO TO INCREASED DEBT, NO TO SECRECY! VOTE NO ON PROP 71!!

NO PROP. 72 Health Care Coverage Requirements. Referendum.
Prop 72 would enact a new government-run health care program that will cost taxpayers $7 BILLION in new taxes! This program was rushed through the liberal legislature and was signed by Gray Davis days before he was removed from office! Prop 72 could force many Cahlornauts to lost their current health coverage provided by their employer and be placed into the state health care system. Under Prop 72 state bureaucrats decide what medical services and providers are covered sit thus mew state-run system. Employers would be asked to pay for 80% of the costs for this new system workers would pay up to 20% in Increased premiums. The average cost per family for lists new state run system would be $1,700 per year. VOTE NO ON PROP 72!!
